Say and /me do not work the same way. /me is an emote. Emotes can be read from less distance and are less limited by the chat anti-flood. That's why you can repeatedly use any emote over and over, but many chat lines in the same time will get your char disabled in no time.

The emote system being dependent on movement is also why you can't move while using an emote. This is probably why they they structured things this way in the first place. Running animations don't blend well with emotes all the time. (Edit: However, there is more than one way to skin a cat. They didn't need to do things that way. So I take pride in having achieved every single reward from every single WvW reward track. Every once in a while I check to make sure no new ones have snuck in and one did!
