No the headset needs to connect to the PC via the link cable as the game runs on the PC and send the graphics to the headset. ETS2 is not a native quest game, like a lot of games on the PC that can use a VR headset. It is no issue as you will be sitting at desk while playing the game so the cable is not in the way. #3.

If the menu is toggled/switched to be viewed on VR, the monitor won't show the menu on the game window and there's no need to take off the headset. Pressing the key again, then the VR display won't show the menu but instead on the monitor

This is a great response, but one other very important thing you should do is go into the config.cfg file in your Documents/Euro Truck Simulator 2/profiles folder and set uset g_hmd_no_artifical_movement to "1". This will disable a canned animation that artificially turns your head 180 degrees when you look out the window.
